Does Salvation rest in the "free will" of man or in The Sovereign God who shows mercy on whom He chooses to show mercy???

Does Salvation rest in the "free will" of man or in The Sovereign God who shows mercy on whom He chooses to show mercy???

Where do these verses say belief and salvation come from?  Is it from the creature of the Creator God?

1.Phil 1:29 For iT HAS BEEN GRANTED to you on behalf of Christ not only TO BELIEVE ON HIM, but also to suffer for him,

30. Titus 3:5  HE SAVED US, not because of righteous things we had done, but BECAUSE OF HIS MERCY. He saved us through the washing of rebirth and renewal by the Holy Spirit,
31.Rev 13:8  All who dwell on the earth will worship him, everyone whose NAME HAS NOT BEEN WRITTEN FROM THE FOUNDATION OF THE WORLD IN THE BOOK OF LIFE OF THE LAMB who has been slain.
