The phrase “FALSE FLAG” dates back to when pirates would fly the flag of a friendly nation to get near ships and then pirate them. 

Today it’s used to trick the public that a monstrous crime was done by country A upon country B, when it was actually committed by country B upon itself by disguising themselves and appearing to be country A. This way the world will be emotionally sympathetic toward country B and incited with anger and rage towards country A. By country B committing an attack on themselves and then blaming country A, this creates the pretext to get the world's support for country B to goto war against country A.
