The context of ACTS 17's ALL MEN:
SALVATION LIMITED TO ISRAEL;
Israel called MEN
JOEL 2:28
And it shall come to pass after this that I will pour out my Spirit upon All Flesh; and YOUR SONS and YOUR DAUGHTERS shall prophesy, YOUR OLD MEN shall dream dreams, YOUR YOUNG MEN shall see visions:
****Joel prophesies to Israel that their people would have the Spirit poured out upon them.
ACTS 2:11-39
11 both Jews and proselytes, Cretans and Arabians—we hear them telling in our own tongues the mighty works of God.” 12 And all were amazed and perplexed, saying to one another, “What does this mean?” 13 But others mocking said, “They are filled with new wine.”
14 But Peter, standing with the eleven, lifted up his voice and addressed them: “Men of Judea and all who dwell in Jerusalem, let this be known to you, and give ear to my words. 15 For these people are not drunk, as you suppose, since it is only the third hour of the day. 16 But this is what was uttered through the prophet Joel:
17 “‘And IN THE LAST DAYS it shall be, God declares, that I WILL POUR OUT MY SPIRIT ON ALL FLESH, AND YOUR SONS AND YOUR DAUGHTERS SHALL PROPHESY, and your YOUNG MEN shall see visions, and YOUR OLD MEN shall dream dreams;
18 even on MY MALE SERVANTS AND FEMALE SERVANTS IN THOSE DAYS I WILL POUR OUT MY SPIRIT, AND THEY SHALL PROPHESY.
19 And I will show wonders in the heavens above and signs on the earth below,
blood, and fire, and vapor of smoke;
20 the sun shall be turned to darkness
and the moon to blood,
before the day of the Lord comes, the great and magnificent day.
21 And it shall come to pass that everyone who calls upon the name of the Lord shall be saved.’
22 “MEN OF ISRAEL, hear these words: Jesus of Nazareth, a man attested to you by God with mighty works and wonders and signs that God did through him in your midst, as you yourselves know— 23 this Jesus, delivered up according to the definite plan and foreknowledge of God, you crucified and killed by the hands of lawless men. 24 God raised him up, loosing the pangs of death, because it was not possible for him to be held by it. 25 For David says concerning him,
“‘I saw the Lord always before me, for he is at my right hand that I may not be shaken;
26 therefore my heart was glad, and my tongue rejoiced; my flesh also will dwell in hope.
27 For you will not abandon my soul to Hades,
or let your Holy One see corruption.
28 You have made known to me the paths of life; you will make me full of gladness with your presence.’
29 “Brothers, I may say to you with confidence about the patriarch David that he both died and was buried, and his tomb is with us to this day.30 Being therefore a prophet, and knowing that God had sworn with an oath to him that he would set one of his descendants on his throne, 31 he foresaw and spoke about the resurrection of the Christ, that he was not abandoned to Hades, nor did his flesh see corruption. 32 This Jesus God raised up, and of that we all are witnesses. 33 Being therefore exalted at the right hand of God, and HAVING RECEIVED FROM THE FATHER THE PROMISE OF THE HOLY SPIRIT, HE HAS POURED OUT THIS THAT YOU YOURSELVES ARE SEEING AND HEARING. 34 For David did not ascend into the heavens, but he himself says,
“‘The Lord said to my Lord,
“Sit at my right hand,
35until I make your enemies your footstool.”’
36 LET ALL THE HOUSE OF ISRAEL therefore know for certain that God has made him both Lord and Christ, this Jesus whom you crucified.”
37 Now when they heard this they were cut to the heart, and said to Peter and the rest of the apostles, “Brothers, what shall we do?” 38 And Peter said to them, “Repent and be baptized every one of you in the name of Jesus Christ for the forgiveness of your sins, and you will receive the gift of the Holy Spirit. 39 FOR THE PROMISE IS FOR YOU AND FOR YOUR CHILDREN AND FOR ALL WHO ARE FAR OFF, everyone whom the Lord our God calls to himself.”
***The pouring out of The Holy Spirit on the day of Pentecost was limited to Israel. Romans, Egyptians, Chinese, Samoans did not receive the Spirit.
V22 Peter is addressing MEN OF ISRAEL.
V33 The promise of the Holy Spirit TO ISRAEL is confirmed.
V36 Peter addresses ALL THE HOUSE OF ISRAEL on the Day of Pentecost!

V39 Peter says The Promise is for ALL THE HOUSE OF ISRAEL, their children and those of ISRAEL far off scattered in the nations.

ACTS 4:8-12
8 Then Peter, filled with the Holy Spirit, said to them, “RULERS OF THE PEOPLE AND ELDERS OF ISRAEL: 9 If we this day are judged for a good deed done to a helpless man, by what means he has been made well, 10 LET IT BE KNOWN TO YOU ALL, AND TO ALL THE PEOPLE OF ISRAEL, that by the name of Jesus Christ of Nazareth, whom you crucified, whom God raised from the dead, by Him this man stands here before you whole. 11 This is THE ‘STONE WHICH WAS REJECTED BY YOU BUILDERS, which has become the chief cornerstone.’ 12 NOR IS THERE SALVATION IN ANY OTHER, FOR THERE IS NO OTHER NAME UNDER HEAVEN GIVEN AMONG MEN BY WHICH WE MUST BE SAVED.”
***Peter is addressing ISRAEL and tells them they CRUCIFIED & REJECTED The Christ!
V12 The name by which WE, ISRAEL, must be saved is Yeshua! SALVATION WAS FOR ISRAEL ONLY according to the Scriptures.
Anyone trying to insert themselves into Israel’s story is whacked and misled from the traditions of men. Smh.
ACTS 5:29
29 But Peter and the other apostles answered and said: “We ought to obey God rather than men. 30 THE GOD OF OUR FATHERS raised up Jesus whom you murdered by hanging on a tree. 31 Him God has exalted to His right hand to be Prince and SAVIOR, TO GIVE REPENTANCE TO ISRAEL and FORGIVENESS OF SINS. 32 And we are His witnesses to these things, and so also is the Holy Spirit whom God has given to those who obey Him.”
**Peter still addressing Israel Only confirms this by saying THE GOOD OF OUR FATHERS.
V31 Christ is SAVIOR of Israel and GIVES REPENTANCE TO ISRAEL and the FORGIVENESS OF THEIR SINS.
1 Tim 4:10
10 For to this end we both labor and suffer reproach, because we trust in the living God, who is THE SAVIOR OF ALL MEN, especially of those who believe.
**Savior of ALL MEN = ALL ISRAEL within the established context of salvation.
Heb 5:1-3
For every high priest taken from AMONG MEN is appointed FOR MEN in things pertaining to God, that he may offer both gifts and sacrifices for sins. 2 He can have compassion on those who are ignorant and going astray, since he himself is also subject to weakness. 3 Because of this he is required as for the people, so also for himself, to offer sacrifices for sins.
**The priesthood was limited to Israel! Therefore, the “MEN” here is speaking of ISRAELI MEN.
ACTS 17:22-31 JUB
22 ¶ Then Paul stood in the midst of the Areopagus, {Mars’ Hill} and said, Ye men of Athens, I perceive that in all things ye are too superstitious.
23 For as I passed by and beheld your sanctuaries, I found an altar with this inscription, TO THE UNKNOWN GOD. Whom therefore ye ignorantly worship, him I declare unto you.
24 The God that made the world and all the things therein, seeing that he is Lord of heaven and earth, does not dwell in temples made with hands;
25 neither is worshipped with men’s hands, as though he needed anything, seeing he gives to all life and breath and all things
26 and HAS MADE OF ONE BLOOD ALL THE LINEAGE OF MEN TO DWELL ON ALL THE FACE OF THE EARTH AND HAS DETERMINED THE SEASONS (WHICH HE HAS LIMITED) AND THE BOUNDS OF THEIR HABITATION;
27 that they should seek the Lord, if in any manner they might reach out to touch him and find him though he is not far from each one of us;
28 for in him we live and move and have our being; as certain also of your own poets have said, For we are also of his lineage.
29 Being therefore of the lineage of God, we ought not to think that which is Divine is like unto gold or silver or stone, bearing the mark of art and man’s imagination.
30 For the times of this ignorance God overlooked, but he now commands ALL MEN everywhere to repent
31 because he has appointed a day, in which he will judge the world in righteousness by that man whom he has ordained; of whom he has given assurance unto ALL MEN in that he has raised him from the dead.
Acts 17:26
From one man he made all the nations, that they should inhabit the whole earth(land); and he marked out their appointed times in history and the boundaries of their lands.
“And He has made from one blood (text omits “blood”) every nation (ethnos- “tribe”) of men to dwell on all the face of the earth (ge- “land”), and has determined their preappointed times and the boundaries of their dwellings (see Joshua, Ezekiel etc for God dividing the land and making boundaries for the 12 tribes aka the “men” in focus).

27 so that they should seek the Lord, in the hope that they might grope for Him and find Him, though He is not far from each one of us;
28 for in Him we live and move and have our being (quote from Zeus writing), as also some of your own poets have said,
‘For we are also His offspring.’ (another Zeus writing quote)
(Only ones ever said to be his “offspring” and “sons” was Israel. Pagans were never said to be Yahweh’s sons and offspring).
Paul is speaking out in the open to random people, but he’s ‘fishing’ for the chosen elect remnant.
The scattered in that area would be indoctrinated by pagan religions. Paul speaks to them in their own language, even quoting writings of Zeus twice, to ‘fish’ the chosen out from Athens.
The ones that were appointed to believe, did.
Acts 13:48
When the Gentiles heard this, they were glad and honored the word of the Lord; and all who were APPOINTED for eternal life believed.
The outsiders to whom Paul’s message did not pertain to would ignore Paul’s words as foolish banter.
32 When they heard about the resurrection of the dead, some of them sneered, but others said, “We want to hear you again on this subject.” 33 At that, Paul left the Council.
Paul was ‘fishing’ for the elect.
Meaning of ‘fishers of men’ had to do with seeking out the scattered elect:
(Jeremiah 16)“Therefore behold, the days are coming,” says the Lord, “that it shall no more be said, ‘The Lord lives who brought up the children of Israel from the land of Egypt,’ but, ‘The Lord lives who brought up the CHILDREN OF ISRAEL from the land of the north and from all the LANDS where He had DRIVEN THEM.’ For I will bring them back into their land which I gave to their fathers.
Behold, I will send for many FISHERMEN,” says the Lord, “and they shall FISH THEM: and afterward I will send for many hunters, and they shall hunt them from every mountain and every hill, and out of the holes of the rocks. For My eyes are on all THEIR ways; they are not hidden from My face, nor is their iniquity hidden from My eyes. And first I will repay double for their iniquity and their sin, because they have defiled My land; they have filled My inheritance with the carcasses of their detestable and abominable idols.”
Paul’s audience relevance isn’t everyone who is listening.
He’s fishing for a very specific audience.
The word ‘ethnos’ throws a ton of people off too. It literally means ‘nations’, ‘peoples’ or ‘tribes’.
17:30-31 The ALL MEN here were Israel in the 1st century. Israel was the only ones that needed to repent because they were the only ones under THE LAW! Just like God was reconciling the world (Israel) to Himself. One can only reconcile a relationship if they were first in a relationship. Only Israel had a relationship with YHWH and not Samoans, Mexicans, Japanese...
2 Corinthians 5:19 namely, that God was in Christ reconciling the world to Himself, not counting their trespasses against them, and He has committed to us the word of reconciliation.
The appointed day of judgment of the world (of Israel), ALL MEN, would be within that 1st century generation (30-70) as Christ proclaimed.

mountains, the hills, the rivers, and the valleys, ‘Thus says the Lord God: “Behold, I have spoken in My jealousy and My fury, because you have borne the shame of the nations.” 7 Therefore thus says the Lord God: “I have raised My hand in an oath that surely the nations that are around you shall bear their own shame. 8 But you, O mountains of Israel, you shall shoot forth your branches and yield your fruit to My people Israel, for they are about to come. 9 For indeed I am for you, and I will turn to you, and you shall be tilled and sown. 10 I will MULTIPLY MEN UPON YOU, ALL THE HOUSE OF ISRAEL, all of it; and the cities shall be inhabited and the ruins rebuilt. 11 I WILL MULTIPLY UPON YOU MAN and beast; and they shall increase and bear young; I will make you inhabited as in former times, and do better for you than at your beginnings. Then you shall know that I am the Lord. 12 YES, I WILL CAUSE MEN TO WALK ON YOU, MY PEOPLE ISRAEL; they shall take possession of you, and you shall be their inheritance; no more shall you bereave them of children.”
Ezekiel 34:30-31
30 Thus they shall know that I, the Lord their God, am with them, and they, THE HOUSE OF ISRAEL, ARE MY PEOPLE,” says the Lord God.’
31 “YOU ARE MY FLOCK, the flock of My pasture; YOU ARE MEN, and I am your God,” says the Lord God.
