Prior to THE DIVIDED KINGDOM, all 12 Tribes of Israel was known as "The House of Israel."
After THE DIVIDED KINGDOM, the 10 tribes in the north were know as "The House of Israel," and the 2 tribes in the south, Judah and Benjamin were known as "The House of Judah."
So, depending on the context, the phrase "The House of Israel" could refer to all 12 tribes or the 10 tribes in the North during the divided kingdom.

THE KINGDOM OF ISRAEL
Samuel said to him, “The Lord has torn the kingdom of Israel from you this day and has given it to one of your colleagues who is better than you!
Now look, I realize that you will in fact be king and that the kingdom of Israel will be established in your hands.
Then the Lord said to Hosea, “Name him ‘Jezreel,’ because in a little while I will punish the dynasty of Jehu on account of the bloodshed in the valley of Jezreel, and I will put an end to the kingdom of Israel.
Amos Confronts a Priest
Amaziah the priest of Bethel sent this message to King Jeroboam of Israel: “Amos is conspiring against you in the very heart ofthe kingdom of Israel! The land cannot endure all his prophecies.
