@ How can James, The half brother of Jesus, in the 1st century around 44-48 AD be writing TO the 12 Tribes scattered or lost tribes if they are scattered and lost!?  Lol. Was this a mystical letter that would reach the scattered Israelite tribes all over the physical world or known covenantal world over the next few millennia or in that 1st century generation (30-70AD) that James was writing to!? James knows the 12 tribes are among the nations!  So, does that mean they’re lost if he's writing TO them?  Are folks just merging the lost sheep of Jesus’ parables with scattered Israelites in the nations?  Don’t be too anal!
