FREEDMAN'S BUREAU - Established by Congress on March 3, 1865, 

the 

Bureau of Refugees, Freedmen, and Abandoned Lands (Freedmen's Bureau) was a temporary federal agency designed to assist formerly enslaved people and poor whites in the South during Reconstruction. Led by General Oliver O. Howard, it provided food, clothing, medical care, and education while supervising labor contracts. 

Key Aspects of the 1865 Freedmen's Bureau:

• Purpose: The bureau was created to help transition millions of formerly enslaved people from slavery to self-sufficient citizenship.
• Initial Operation: It was placed under the War Department, with agents supervising labor contracts and protecting freed people's civil rights.
• Education and Health:
   The bureau established over 1,000 schools, operated hospitals, and supported the creation of Historically Black Colleges and Universities (HBCUs) like Howard University.
Land Issues: It was authorized to manage confiscated or abandoned land, initially settling thousands of families on 40-acre plots. However, President Andrew Johnson’s (Democrat) amnesty proclamations in late 1865 restored most land to former Confederates (Democrats), reversing these efforts.
Challenges: The agency faced intense hostility from Southern whites (Democrats) and relied on limited funding. 
 Congress officially discontinued the agency in June 1872 due to lack of funding, political pressure (Democrats), and the belief that its work was finished.
