I disagree with your interpretation-to say the heavens and earth represent the law and the old covenant has no basis in scripture. The law was about Israel, not about the whole earth, nor even the heavens, and it was fulfilled and done away well before 70AD: its just that Titus did away with the temple. When Jesus died and the temple veil was rent in two, the law ended. Jesus fulfilled it as the final sacrifice. When Peter wrote his epistle, the law was already a thing of the past for the believer.
